In Belgian car insurance, an aggravated risk is a profile the insurer prices well above its base rate: heavy malus, cancelled, listed or very young. The figure comes from the Bureau de Tarification, the state-backed tariff bureau run by the Fonds commun de garantie, which can step in once the premium offered reaches five times the insurer's lowest premium.
On the 26 January 2026 liability grid, that threshold sits between EUR 1,350 and EUR 2,430. The bonus-malus alone almost never gets there.
What is an aggravated risk in car insurance?
A profile the insurer judges costlier than average and charges accordingly. The term has no single legal definition on the pricing side: it is trade language for heavily malus-rated drivers, drivers cancelled after a claim, drivers listed in the insurers' Datassur file, or very new drivers.
Do not confuse it with aggravation of risk during the contract (change of use, vehicle or garage), which the policyholder must in principle declare under the law of 4 April 2014. Same word, different problem.
| Term | One-line definition | Figure |
|---|---|---|
| Aggravated risk | Profile priced above the base rate | Bureau threshold: 5 times the lowest premium |
| Surcharge | Amount added to the base premium for a higher risk | EUR 363 at Ethias to go from EUR 1,452 to EUR 1,815 |
| Degree (0-22 scale) | Position on the bonus-malus scale | 50% of the premium at degree 0, 200% at degree 22 |
| At-fault claim | Accident where you are liable | +5 degrees, EUR 535 over five years for the reference profile |
| Not at fault | Accident caused by a third party | In principle no effect on the degree |
At what premium does the Bureau de Tarification step in?
Five times the insurer's lowest premium, according to CallMePower and HelloSafe. That minimum targets a middle-aged driver, in the countryside, at the best bonus level.
Each insurer's best profile is not published. As an approximation I use the liability grid from Mon-Assurance-Auto, which simulates a driver at the lowest bonus-malus: 10,000 km a year, read on 26 January 2026.
| Insurer | Liability premium, most favourable profile | Estimated threshold (x 5) |
|---|---|---|
| Yuzzu | EUR 270 | EUR 1,350 |
| ING | EUR 323 | EUR 1,615 |
| Fédérale Assurance | EUR 354 | EUR 1,770 |
| Ethias | EUR 363 | EUR 1,815 |
| Baloise Insurance | EUR 399 | EUR 1,995 |
| AG Insurance | EUR 486 | EUR 2,430 |
| Average of 12 insurers | EUR 364.75 | EUR 1,823.75 |
The threshold moves by EUR 1,080 from one insurer to another. The same EUR 1,700 offer opens the Bureau's door at Yuzzu, but not at AG Insurance.
Does the malus alone clear that threshold?
No. On the reference scale, degree 22 weighs 200% of the base premium and degree 0 only 50%: a ratio of 4, not 5.
Take Ethias at EUR 363 for the lowest degree. The table applies the reference scale's percentages, as published by Selectra and HelloSafe (read in October 2026).
| Degree | Share of base premium | Liability premium | Profile surcharge still needed to reach EUR 1,815 |
|---|---|---|---|
| 0 | 50% | EUR 363.00 | EUR 1,452.00 (x 5.00) |
| 6 | 66% | EUR 479.16 | EUR 1,335.84 (x 3.79) |
| 11 | 85% | EUR 617.10 | EUR 1,197.90 (x 2.94) |
| 14 | 100% | EUR 726.00 | EUR 1,089.00 (x 2.50) |
| 19 | 130% | EUR 943.80 | EUR 871.20 (x 1.92) |
| 22 | 200% | EUR 1,452.00 | EUR 363.00 (x 1.25) |
Even at the top, EUR 363 is missing. Other criteria (age, engine power, area) fill the gap: a 25% extra is enough at degree 22, 92% at degree 19.
Ethias's own scale puts the top at 219% for a floor at 45 to 54% depending on the HelloSafe passage, a ratio of 4.1 to 4.9. Still under 5.
Which cases count as aggravated risk, and what to do?
The table sorts the situations insurers most often treat as aggravated, with the first useful move. It does not replace a quote.
| Situation | Likely effect on premium | What to do |
|---|---|---|
| Degree 17 to 22 after several at-fault claims | 2.5 to 4 times the base premium | Ask for three quotes, claims certificate in hand |
| Cancellation after a claim | Refusal or surcharge, possible Datassur listing | Find cover before the renewal date |
| Very young driver, powerful car | Profile surcharge, sometimes 25% or more | Compare using the young driver guide |
| Three written refusals or three offers judged too expensive | Access to the Bureau possible | File the request, through a broker if possible |
| False statement at signing | Voidance or reduced payout | Correct the contract before any claim |
Which documents to gather before applying to the Bureau?
The application stands or falls on the file. Keep these at hand:
- the three written refusals, dated, from three different insurers;
- or the three offers judged excessive, with the ratio to the lowest premium worked out;
- your claims history certificate, obtained on Carattest;
- vehicle and usage data identical to what you declared to the insurers.
A broker licensed by the FSMA (Belgium's financial regulator) assembles this faster than you. The procedure and the Datassur file are covered in our guide to high-risk and cancelled drivers.
How long does the procedure take?
Eight days for the Bureau's decision, up to a month to set the premium. The offer stays valid a month. Refused, it blocks any new request for 8 months, and accepted cover runs for a year (HelloSafe).
Do not drive uninsured meanwhile: liability cover is compulsory, and in an uninsured accident the Fonds commun de garantie compensates the victim before turning against you. I point to the FSMA for the general framework, since the Fund publishes its own pages.
Can you avoid getting that far?
Usually yes, and it costs less. A profile surcharge can be negotiated or sidestepped: higher deductible, fewer declared kilometres, a clarified main driver. The priced levers are in our article on lowering your premium.
Keep one calculation in mind: an at-fault claim already costs EUR 535 of premium over five years for the reference profile. Repeating it slides you up the scale, then toward the threshold.

Method, reference profile and sources
Site reference profile: 35-year-old driver, Volkswagen Golf 1.5 TSI, Flemish Brabant, no claims for five years. The twelve liability premiums come from Mon-Assurance-Auto (Yago S.A., FSMA-licensed broker no. 114863), read on 26 January 2026: woman born in 1968, lowest bonus-malus, 85 kW diesel Golf, Court-Saint-Étienne, 10,000 km a year. That profile differs from ours; only ratios are claimed as transferable. It approximates, without equalling, the best profile insurers have in mind.
The five-times threshold, the three refusals, the 8-day and one-month deadlines, the 8-month wait and the one-year cover are those published by CallMePower (updated 14 April 2025) and HelloSafe (page dated 25 August 2022), read on 4 November 2026. HelloSafe also cites a three-times threshold for the deductible that CallMePower does not repeat: confirm with the Bureau. Scale percentages come from Selectra and HelloSafe, also read in October 2026, with the inconsistencies noted above. Every euro threshold, ratio and surcharge is our own calculation, an estimate and not a Bureau tariff.
Legal framework: the law of 4 April 2014 on insurance; consumer information on Wikifin and on the FPS Economy page on bonus-malus. In a dispute with an insurer, the Insurance Ombudsman is competent.
This site compares and calculates. It does not sell insurance, is not an intermediary and gives no individual recommendation: speak to your insurer or a FSMA-licensed broker. No link on this page is an affiliate link.
In short
The Bureau de Tarification opens at 5 times the insurer's lowest premium: EUR 1,350 at Yuzzu, EUR 1,815 at Ethias, EUR 2,430 at AG Insurance, EUR 1,824 on average. The bonus-malus caps at 4 times; the rest comes from the profile. Run a quote, put offers side by side in the comparison tool and see the ranking of the best car insurance before filing anything.
